Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG)

Projects funded by the CDBG and ESG programs are selected from individual applications submitted by municipalities, the County, and many non-profit groups. The selection process requires several steps before final approval of projects. Annual applications are generally due to the CDC in October, the CDC completes its recommendations in December, and the County Board takes final action in February. The funds are available to start new activities in April. Administration of each project is done through a Sub-grantee Agreement with a sharing of responsibility between the Sub-grantee and the CDC Staff.

CDBG and ESG grants work on a cluster system. The five need clusters focus on:

  • Addressing the continuum of Housing and Homeless needs
  • Supporting Families in Crisis
  • Meeting the needs of People with Disabilities
  • Meeting the needs of the Elderly
  • Supporting the efforts of Neighborhood Resource Centers (NRC)

FY 2018 Applications for Public Services (Emergency Shelter, Street Outreach, Homeless/At-Risk Homeless Services, Homeless Prevention/Rapid Rehousing/Financial Assistance), Neighborhood Resource Centers, and Non-Profit Capital Projects (acquisition, rehabilitation, new construction, ADA renovation) will be accepted.

Mandatory Informational Meeting

Agencies interested in applying for funding, must attend a mandatory informational meeting.  Persons responsible for completion of the grant are strongly suggested to attend.   Dates and times are listed below.   

  • August 25, 2017 - Public Services and Neighborhood Resource Centers 10:00am to 11:00am, Room 3-500b.

General Information

  • Contact CDC staff at communitydev@dupageco.org to place your name on the electronic notification list.
  • Attendance at an informational meeting is required where introduction to the online grant process will be performed. 
  • A public hearing is required for all CDBG/ESG applications.  The agencies may hold their own or arrange for a group public hearing appropriate for their specific cluster system.
  • A Letter of Intent submitted through the online portal is due by 4:30pm, September 8, 2017.  
  • Entire CDBG/ESG application submitted through the online portal is due 4:30 pm, October 6, 2017.  
  • ONE BOUND COPY OF THE AUDITED FINANCIAL STATEMENT INCLUDING MANAGEMENT LETTERS, RESPONSES AND AN A-133 IF APPLICABLE IS REQUIRED.
