FLSA STATUS: Exempt
Under direction; performs work of considerable difficulty in planning, directing, and implementing domestic violence and substance abuse programs, involving interagency partnerships. Performs related work as required.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for the development, implementation, and evaluation of substance abuse programs or divisional and interagency programs; supervision is exercised directly and through subordinate personnel. Manages the operation of work performed under the direction of the Director of Community Services and through recommendations of policy and directives established by governing councils and the criminal justice system. Customarily and regularly directs the work of two or more other employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES

• Designs and develops goals, objectives and plans pertaining to assigned programs
• Markets and coordinates activities that will introduce and maintain specialized programs which include domestic or substance abuse programs within DuPage County
• Supervises work of subordinate personnel
• Recommends hires and promotions, directs and evaluates employment decisions for all assigned positions
• Identifies and resolves employee relations and performance issues
• Establishes and maintains a professional work environment while providing appropriate leadership and direction
• Promotes positive morale, creativity, and teamwork among staff
• Evaluates employee performance and sets clear goals and expectations
• Consults with staff about areas of responsibility
• Organizes team planning
• Evaluates current Psychological Services programs and develops new programs
• Researches grant requirements and guidelines and coordinates grant proposals
• Meets with constituents of the criminal justice system and government agencies
• Solicits funding sources
• Conducts research
• Prepares budgets and monitors expenditures
• Participates in county wide task force, governing councils, and advisory committees
• Prepares various reports
• Maintains regular attendance and punctuality
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
• Adjusts work assignments and schedules in the event of an emergency to participate in emergency preparedness, response, and recovery activities as assigned.
• Depending on assignment may maintain required emergency management training, licensure and/or certifications.

Exercises supervision of personnel in related area of responsibility.
EDUCATION and/or EXPERIENCE
Completion of a Master’s degree in Psychology, Social Work, or related field and five years of experience in a clinical or community mental health capacity including three years of experience in a supervisory or administrative capacity; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
