Sewer and Water Permit Application (Redirects to the Accela permit application site)

Permits are required for all connections to the DuPage County sanitary sewer and water systems.  Prior to connecting to the sanitary sewer system and/or water system; any owner, occupant, or client shall apply to the Department of Public Works for a connection permit.  Fees will be calculated based on the current ordinance.

Below is a summary of steps that need to be completed. Please refer to DuPage County Wastewater Treatment Ordinance for full details. It is the responsibility of the contractor/applicant to be familiar with and to follow the Ordinance. 

Residential Homes

If requesting a permit that has sewer and water mains available, you may apply online or in person by submitting the following items:

  • A site plan with the location of the proposed sewer and/or water service line, material being used, and pipe size.
  • Location of the sewer cleanout is required within 5 feet of the foundation and shown on plan.
  • Location of the septic or well, if applicable.
  • All service connections to sanitary sewer mains must have an overhead sewer system within the building, with exception of slab on grade construction. Provide architecture plans of the foundation, including overhead sewer system.

Rebuild, Tear Downs, Additions Over 800 Square Feet and Repair/Replace Service Line

  • Submit a scanned copy of the civil engineering plans indicating old and proposed new sewer service line
  • Provide architecture plans of the foundation including overhead sewer system 
  • Contractor must follow DuPage County Ordinance, specifically Article 3, Sections 36-28, 36-29 and 36-31 regarding sewer or water service connections.
  • A $150 inspection fee is required for all disconnect, reconnect or repair and can be paid online or in person.
  • Prior to demolition of the structure, the disconnection of the sewer and/or water service lines must be inspected by DuPage County Public Works.

Residential Sewer or Water Main Extensions

If requesting a permit that needs a sewer and/or water extension, you may apply online by submitting the following items:

  • Plats, showing all necessary easements, dedicated for public utility purposes.
  • $150 plan review fee can be paid online or in person.
  • Detailed engineering and architectural plans, profile drawings, and specifications for all proposed work.
  • A permit is required from both the Illinois Environmental Protection Agency and from DuPage County before any construction may begin.

Commercial Property

If requesting a permit that has sewer and water available, you may apply online by submitting the following items:

  • Plats, showing all necessary easements, dedicated for public utility purposes.
  • $150 plan review fee can be paid online or in person.
  • Detailed engineering and architectural plans, profile drawings, and specifications for all proposed work.
  • All applications and proposed plans must be approved by the department before any permits will be issued and before construction may begin.
  • A permit may be required from the Illinois Environmental Protection Agency, that will be determined at time of review.

Commercial Sewer or Water Main Extensions

If requesting a permit that needs a sewer and/or water main extension, you may apply online by submitting the following items:

  • Plats, showing all necessary easements, dedicated for public utility purposes.
  • $150 plan review fee can be paid online or in person.
  • Detailed engineering and architectural plans, profile drawings, and specifications for all proposed work.
  • A permit maybe required from the Illinois Environmental Protection Agency.
  • All plans, profiles, applications, permits, and legal documents must be approved by the department before construction may begin.

Fees & Payments

A convenience fee will be applied to transactions processed through the online e-Pay system.

  • E-checks are $0.50 per check.
  • Credit cards are 2.30% of the sale.
