Following is a chart that provides a quick screen of potential resources.  In the pages following the chart, details are provided about these potential resources and the specific programs that provide the service.  This listing does not guarantee that the public agency will assist with the benefit, but always remember “When in doubt, fill it out” and apply for the benefit.  In ALL instances, a person must be applying for the public benefit or actually receiving the benefit and must inform the agency that help is needed within established time periods. 

 

SOME GOVERNMENT AGENCIES ASSIST WITH OBTAINING OR PAYING FOR THE FOLLOWING ITEMS.  Individuals need to inform the agency that they need help.  Verifications of birth, marriage, divorce are usually for agency records only, but clients can request copies of information that is contained in their case record, usually for a small fee.   This is a listing of potential resources, and is not a guarantee that the service will be issued.  Each agency will determine eligibility for their services.

LOCAL GOVERNMENT

DuPage County Human Services:  Assists DuPage County residents who meet established income guidelines.  Individuals should call the Information and Referral number to inquire about benefits.  Staff will then take an application or refer the caller to the most appropriate agency that can help meet their needs.  The following chart provides some basic information about eligibility for programs.  DCHS is located at 421 County Farm Rd. Wheaton, IL. 630-407-6500

 

Townships/Local Governmental Units:  responsible for administering General Assistance.  They are payors of last resort.  This means if the service can be provided by another local agency or a federal, state or other local government program, then a referral is made to the program with the expectation the service will be provided.   Services listed below will be provided to township residents who are actually receiving general assistance, or to individuals who qualify for emergency assistance and are approved by their local township.

 

Veteran’s Assistance Commission (VAC):  Provides Emergency Assistance to veterans and their families.  Veterans who request emergency assistance through the townships will first be referred to the Veteran’s Assistance Commission.  The Veterans Assistance Program is not public aid, township general assistance, or welfare. It is assistance paid exclusively to honorably discharged military veterans, their spouses, and dependents. The VAC is located at 421 County Farm Rd., Wheaton, IL. 630-407-5655.

 

Workforce Investment Act (WIA) Services:  These services are provided by agencies that are currently housed at the Illinois Employment and Training Center at 837 Westmore-Meyers Rd., Lombard, IL

 

Unable to provide direct help:   Agencies will often refer individuals to other local programs in instances their program is.  An example of this is with Workforce Investment Act services.  WIA programs do not directly pay for clothing for employment, but the client will be referred to local programs in order to obtain clothing that is needed.

Service: Subsidized taxi transportation for income eligible DuPage County residents. Primarily used for visits to medical facilities and government offices within the County limits. Lift-equipped vehicles are available.  $3 fee charged for each way transported.

TUITION

The CSBG Scholarship is designed, in cooperation with the Illinois Department of Commerce and Community Affairs, to provide financial assistance to low-income and disadvantaged persons of high academic attainment or potential. Scholarships will go toward providing formal education or occupational training in an accredited Illinois educational institution to CSBG eligible clients, with particular consideration given to study in high technology areas or other growth occupations. Education and training made possible through the scholarships include either general education to achieve short-term training (2 years or less) in growth occupation skills, or general post-secondary education.

UTILITIES

The heating system is reviewed for repair and replacement where it is determined unsafe.

WEATHERIZATON

Households who qualify for LIHEAP are automatically eligible for Weatherization. Client must be a DuPage County resident., Income must not exceed 150% of poverty, Individuals receiving SSI, Aid to the Aged Blind and Disabled (AABD) and Public Aid are automatically eligible, Renters are eligible for the program, however the landlord must pay 50% of the repairs.   Energy Savings Measures Provided:  Sealing cracks with weather-strip and caulk , Insulating walls and attics, Repairing or replacing windows and doors, Furnace cleaning, safety checking, repair, or replacement, Smoke detectors, carbon monoxide detectors and fire extinguishers are installed in homes without them.

GENERAL INFORMATION

Verification needed at application:  IDHS assists applicants with obtaining numerous verifications if a person requests help.  Requests for the information are requested on IDHS forms.  If a client needs a copy of the documentation requested he can request a copy from the caseworker.  There may be a small charge to obtain the copy (usually $0.10 per page).  It is important to note that IDHS does not receive a copy of the actual document, just proof that it exists and the document number.

 

Proof of Relationship:  If a client needs help to prove his/her relationship to children in order to receive assistance, IDHS can request the child’s birth records and any other ancillary records that can help establish the relation.  While waiting to receive the proof, and clients who are requesting CASH help can receive this help for up to 3 months while waiting to receive the documentation.

 

Repair of a car:  In instances a client requests help to repair a car, the IDHS caseworker has to be provided an estimate of the cost.  If the repair is under $100 then only one estimate is required and it can be informal such as TV, newspaper or radio ad.  For items over $100 then two estimates are needed. 

 

 

FSE&T (FOOD STAMP EMPLOYMENT AND TRAINING)

To qualify for help with paying for Initial Employment Expenses, training costs through this program a person: must be receiving Non Assistance Food Stamps (this means the ONLY help they receive through IDHS is Food Stamps); they must either be employed at least 20 hours per week on a job that is expected to last at least 30 calendar days; or employed less than 20 hours per week on a job that is expected to last at least 30 calendar days and total hours of employment plus employment training activity equals at least 20 hours per week.  

 

TANF:  TEMPORARY ASSISTANCE FOR NEEDY FAMILIES

Supportive Services for TANF clients to obtain or retain employment, participate in approved basic education, vocational training, postsecondary education, job skills preparedness, job search/readiness programs, work experience, or other self-sufficiency activities:  Active TANF clients who become employed are often eligible for additional help in order to help them obtain and keep the job through a benefit called Initial Employment Expenses (IEE).  IDHS also provides the same help in order for clients to participate in approved WORK AND TRAINING activities.  See the following chart under TANF and look for the type of service your client may need.  If the service is not listed call the IDHS caseworker to see if help can be provided. 

 

Many of these benefits are also available to NEW APPLICANTS for TANF if the employment will result in the client not receiving TANF.  The funds for applicants are held by local non-profit agencies who have contracted with IDHS to distribute this benefit through an account called FRONT DOOR FUNDS.

 

When a TANF case has been cancelled due to employment a client is able to receive many of the supportive services to retain employment for within the first 3 months after the TANF cash benefits stopped due to employment.  The TANF can either have been cancelled or the case converted to Medical Assistance only.  The state looks at fiscal months which varies based on the clients last name.  Following is the first day of the fiscal month based on the client’s last name.  If the client’s first day of the fiscal month is the 10th then the last day of her month is the 9th.  EG. Mary Clark’s TANF is canceled for June due to employment.  Her month for June is June 9 through July 8.  Ms. Clark’s car breaks down 10/1 and she calls her caseworker to ask for help with the car repair.  Ms. Clark has until 10/8 to make this request and still be eligible for potentially $900 in cash help to pay for the repair.

 

Many of the resources available are restricted based on the type of benefit the person receives.  Following are resources/verification assistance based on program, along with a detailed explanation of the amount of the potential benefit.

Unless otherwise noted, in order to receive the supportive service a person needs to have requested a SWAP of the Kidcare case to TANF AND the person becomes employed while waiting on the final decision, AND the income from employment will result in the family not being eligible for TANF

BURIAL AND FUNERAL EXPENSES

(ALL CLIENTS)

$1,000 for funeral expenses and $500 towards burial if existing resources are less than this amount.  Application has to be made within 3 months after the  month of death.  Persons not legally responsible for the deceased may file a claim when they: voluntarily assume responsibility for funeral and burial expenses; and  pay an amount equal to or more than the amount of the claim.

Up to $900 in a 12 month period.  Provided to help look for work, or go to training which is approved by IDHS or to start or retain employment

CAR REPAIRS

 

Up to $900 in a 12 month period can be provided.  Help is provided only to help look for work, go to training approved by IDHS or to start or retain employment

Repair of an auto (up to $300). The client must have no other available and suitable means to travel to and from employment; is unable to go to work unless the auto is repaired; has a valid driver's license and has provided evidence of insurability; the auto, if repaired, will be suitable and no other obvious mechanical deficiency has been observed; and the title and license of the auto is in the name of the client or their spouse.

CHILD CARE EXPENSES

Front Door Fund.

Temporary care for adults and children. Respite may be provided for vacations, rest, errands, taking a break, a family crisis or emergency. Services may include personal assistant, homemaker or home health. Can also apply through the Child Care Resource and Referral center (in DuPage County this is the YWCA) for help paying child care expenses due to employment.

CLOTHING (EMPLOYMENT RELATED)

Help can be provided to pay for uniforms and special clothing (such as steel toed shoes) which are required by the employer but not paid for by the employer.

May be eligible for up to $200 AND total combined benefits for Initial Employment Expenses do not exceed $400 in a 12 month period.

DENTAL

Dental not covered by the MediPlan card may be covered at state rates such as:

   Partial plates for clients with missing and malformed teeth

   Other procedures are handled on a case by case basis based on whether the condition creates a barrier to employment

The dentist will need to submit documentation of the procedure and proof of the need to the caseworker who will then request approval from the Local Office Administrator.
