HUD HOMELESS PROJECTS 2006

On February 20, 2007 the U.S. Department of Housing and Urban Development awarded the 2006 federal Continuum of Care funds. Approximately $1.2 billion was awarded for competitive projects across the United States. The Continuum of Care provides funding for transitional housing, permanent supportive housing and supportive services for homeless persons.

50% of all funds awarded were for permanent supportive housing projects.

1096 projects totaling $287 million target persons experiencing chronic homelessness.

In Illinois, 10 out of 21 Continuums did not score above the funding cutoff. Their renewals were funded but no new projects. The applications are becoming more competitive as the funds do not increase.

The DuPage Homeless Continuum received $ 2,953,955 in funding for fifteen projects, including one new project by DuPage P.A.D.S., Inc. All projects recommended were fully funded.

NOTICE OF FUND AVAILABILITY AND REQUEST FOR PROPOSALS
HUD 2007 SUPERNOFA HOMELESS APPLICATION PROCESS

The Needs Assessment Committee has started the application and selection process for HUD's 2007 Continuum of Care funding. The programs covered include the Supportive Housing, Shelter Plus Care, and Section 8 Moderate Rehabilitation Single Room Occupancy for Homeless Individuals (SRO) programs.

While the amount of funds available has not been announced, last year the DuPage Continuum had an adjusted pro rata share of $2.7 million with an incentive amount up to an additional $197,000 for a new Permanent Housing project for chronically homeless persons. There are significant renewals in 2007 that will impact the ability to fund new activities other than a new Permanent Supportive Housing project. Agencies are encouraged to submit new Permanent Supportive Housing projects for consideration by the Needs Assessment Committee for the upcoming HUD 2007 Continuum of Care application. Remember these projects must be for homeless persons with disabilities.

Initial oral presentations of NEW proposed projects were held at the Needs Assessment Committee meeting on February 15, 2007. Two new projects providing permanent supportive housing for the chronically homeless were presented. The applicants are DuPage P.A.D.S. Inc. and the DuPage County Health Department.

Written Business Plans of all new and renewal projects will be reviewed by the Needs Assessment Committee at their meeting on March 15, 2007 at 1:00 p.m. also at Metropolitan Family Services in Wheaton, IL. All members of the Continuum are encouraged to attend, not just the applicants!

Please note that the Business Plan form has been changed from last year!

There is also an Outcome Report form that needs to be completed with the Business Plan by renewal applicants. Each renewal applicant will complete a separate report on the actual outcomes achieved (using their Logic Models). The Outcome report form has been emailed to all renewal applicants.

All applicants must attend the March 15, 2007 meeting with 20 paper copies of their Business Plan and Outcome Report ( if applicable). At that meeting, a timetable for the DuPage HUD Continuum of Care application process will be distributed to all applicants.

The Cost Forms have also been revised. The completed Cost Forms must be emailed to Peg White Lijewski, Continuum Consultant. They will ask for recaptured HUD funds from the past three years for all renewal projects along with the usual cost information.

All new applicants who gave oral presentations and all renewal applicants were emailed the new Business Plan, Cost Forms, and Outcome Report. Using the incorrect forms will disqualify the applicant.

2007 RANKING CRITERIA

The project ranking criteria that are used to evaluate CDBG and HUD funded projects are reviewed annually by the Grants Funding Committee. There have been changes from the previous Ranking Criteria, most specifically in the areas of accreditation, cultural sensitivity and past performance. An updated 2007 Homeless Populations Chart and Housing Inventory Charts for Emergency Shelter, Transitional Housing and Permanent Supportive Housing will be posted by April 2007.

HOMELESS PREVENTION FUNDING FY 08

The DuPage County Homeless Continuum recognizes that prevention is the first strategic step in addressing homelessness and is well documented as the most cost effective strategy for ending homelessness. Therefore, a coordinated system for distribution of homeless prevention funding to qualifying households, using a small network of agencies throughout DuPage County, has developed over time.

Due to advocacy efforts across the state, the Homeless Prevention Fund in Illinois is being funded at $11 million in FY 08. The DuPage Continuum's allocation is $ 701,800.

The DuPage Continuum issued an RFP to solicit potential applicants for the FY08 Homeless Prevention program. The RFP was the product of the "DuPage Homeless Prevention Working Group". This group consisted of Continuum Executive Directors and key homeless prevention staff that are part of the Homeless Prevention Partnership. They agreed that the system was working but felt there was value in re-assessing it and determining if there were improvements that would enhance the system. The Homeless Prevention Working Group established Guiding Principles, Best Practices, Purpose and Goals and Geographic Locations for services for agencies that were administering homeless prevention funding. They have developed a joint strategy and coordinated procedures for client accountability and the disbursement of homeless prevention funds. These address geographic overlap, consistent practices, and non-duplication of services.

The Working Group also felt that an RFP process would establish a thorough and fair process and provide a means for refining the system, improving consistency, and assuring access to homeless prevention services in underserved An analysis of the geographic distribution of 2006 homeless prevention dollars compared to the geographic distribution of persons with incomes below the poverty level showed that the West Chicago and Addison towns appeared to be underserved.

All potential applicants were notified to attend a pre-application workshop on January 5, 2007 if they were interested in administering homeless prevention funds. In the pre-application workshop, the needs identified by the Working Group were presented for consideration in completing the Continuum RFP. Eight agencies attended the workshop and five applicants submitted proposals to the DuPage Continuum. Funding recommendations were based on the needs and priorities stated in the RFP. Four agencies were funded with a stipulation that the fifth agency receive funds through a partnership with one of the established HP providers.

The needs addressed included:

  • Eliminating duplication in the town of Carol Stream
  • A new initiative in eviction court between DuPage County Community Services and Prairie State Legal Services
  • Increased outreach in West Chicago by DuPage County Community Services and "We Go Together for Kids"
  • Increased outreach to Addison with a partnership between Outreach Community Ministries and Quad Community Social Services. $20,000 in funds were specifically reserved for use in Addison through the partnership with Quad Community Social Services.

The funding recommendations of the Continuum were guided primarily by the requirements of, and priorities stated in, the RFP, and the Leadership Committee recognized the efforts of the Working Group to establish a thorough and fair process. Funding allocations for FY08 are:

NEEDS ASSESSMENT

A manual Provider Survey was completed for January 25, 2007 to update the Housing Inventory of beds and units available for emergency shelter, transitional housing and permanent supportive housing in the DuPage Continuum. It is also being used to update the Homeless Populations Chart.

This survey counted the number of homeless persons in shelters, transitional housing and on the street or otherwise not housed.

The manual sheltered population count using the provider survey for the night of January 25, 2007 is being compared to a computerized CMIS report for that night. The Needs Assessment Committee will examine those results.

The unsheltered population count was coordinated by the Street Count Committee. This year the volunteers were reaching out to forest preserve districts, hospitals, etc. to secure more accurate counts. They also arranged with several churches to act as gathering stations that night. The committee secured volunteer assistance from College of DuPage Work-Study Students and VFW members. New procedures that were used for the 2007 street count included:

  • focus groups with PADS clients to determine the most likely places to look.
  • Use of volunteers along with street count committee members instead of just the police.
  • Dividing the county into clusters to gain maximum coverage.

Results will be shown in the Unsheltered column of the 2007 Homeless Populations Chart which will be available on the website by April 2007. Preliminary results are available by town. You may obtain them by contacting plijewski@wideopenwest.com.




EVALUATION OF THE DUPAGE PLAN TO END HOMELESSNESS

In 2003, the DuPage Homeless Continuum completed a 10-year plan to end homelessness. The DuPage Plan to End Homelessness endorses the Housing First approach- get persons in housing and then address service needs instead of trying to resolve all issues while in shelter or transitional housing. The Plan is working to create a community infrastructure, including homeless prevention, sufficient income and affordable housing units that can support permanent housing for everyone.

Members of the DuPage Homeless Continuum have been implementing the Continuum's Plan to End Homelessness since then. In 2007, the Leadership Committee agreed to seek a third party evaluation of our progress in implementing the Plan to End Homelessness. The goal is to have an evaluation report that is easy to understand, well documented and has recommendations for improvement and future action.

A doctoral candidate from the Northern Illinois University public policy program, Mr. Antwan Hampton, has agreed to conduct this formative evaluation.

The evaluation is using a quantitative measure for accomplishment along with a narrative. The Leadership Committee is planning a Plan Progress review at the November 2007 full membership meeting. The next step will be a strategic planning session to develop further objectives and strategies. The full membership will be kept informed.




DUPAGE HOMELESS CLIENT MANAGEMENT INFORMATION SYSTEM (CMIS)

The DuPage County "C.R.I.S.", Community Resource Information System is a fast and easy way to obtain basic information including admission requirements on over 1,400 social service agencies throughout DuPage County. It includes contact information (day and after hours), eligibility requirements, applicable fees, services offered and location maps. The information can be accessed in two ways: * Telephone - (630) 407-6500, 1-800-942-9412, TDD (630) 407-6502 or * Internet (www.dupagecris.org) On the internet site, consumers can search by subject, agency, and city. They can also obtain information via email at dupagecris@dupageco.org. For social service agencies using the ServicePoint client management information system, they can be linked directly to "C.R.I.S." by clicking ResourcePoint. Now all agencies included in the C.R.I.S. system can do their own updates to the system and keep it current. Each agency has an assigned person, login and password to make changes to their information page.

The DuPage Continuum computerized client management information system has 18 agencies participating in the ServicePoint system. The reporting of client level data is 80% for emergency shelter beds, 93% for transitional housing beds, and 100% for permanent supportive housing beds.

The DuPage Continuum is utilizing the Advanced Reporting Tool (ART) to create custom reports that will meet each agency's particular needs and the Continuum's system wide reporting needs. The DuPage CMIS has 5 licenses for persons who can create reports and 20 viewer licenses which allow other users the ability to use these custom reports. System wide reports that are available include the HUD Annual Progress Report and a Null Field Report. This report monitors data entry and is used by the agencies for quality checks on their data entry. For the Continuum, the Homeless Populations report is complete.

To reduce client duplication, users need to view the top of the client profile page which will show them demographic information that indicates whether they are entering a client already in the system. To reduce duplication of services, Bowman will be adding four fields to the client demographic screen that include agency, funding source, type of assistance and date of service.

In order to ensure the integrity of data entry, the System Administrator has completed data quality checks at each participating agency.

The DuPage CMIS system will be upgraded to ServicePoint 4.03 in April 2007. This upgrade builds in a report that identifies duplicates by client ID number and allows the oldest record to be deleted.

Entering client level data in the HMIS system is mandatory in order to receive HUD Continuum funding or Community Development Block Grant funding. The DuPage County CMIS Administrator is Leslie Grevoy. Please contact her if your agency is not participating and will be applying for funding. Training and hardware are available.

BENEFITS TRAINING
The DuPage Federation for Human Services Reform is conducting specialized training seminars on Public Benefits for a variety of specific segments of the population, i.e. youth, domestic violence victims, immigrants, etc. The basic Making the Connection training as well as Understanding Medicaid Spend down is also available.

This training can assist non-profits, schools, faith based organizations, local governments, businesses and health care providers to identify their customers who may be eligible for mainstream benefits and know how to expedite the application process.
