Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG)
Projects funded by the CDBG and ESG programs are selected from individual applications submitted by the municipalities, the County, and many non-profit groups. The selection process requires several steps before final approval of projects. Annual applications are generally due to the CDC in October, the CDC completes its recommendation in December, and the County Board takes final action in February. The funds are available to start new activities in April. Administration of each project is done through a Subgrantee Agreement with a sharing of responsibility between the Subgrantee and the CDC Staff.
CDBG and ESG grants work on a cluster system. The five need clusters focus on:

addressing the continuum of Housing and Homeless needs

supporting Families in Crisis

meeting the needs of People with Disabilities

meeting the needs of the Elderly

The CDC also has a Neighborhood Investment, Community-Wide Benefit, Accessibility Improvements, and Planning Projects category that addresses the needs of low-to moderate-income neighborhoods by providing funding for capital improvements.
Neighborhood Investment, Community-Wide Benefit, Accessibility Improvements, and Planning Projects -usually used by municipalities or organizations with capital improvement projects that benefit a defined low to moderate-income service area. Planning projects are the only non-capital projects in this category.

General Requirements:

Contact CDC staff to place your name on the electronic notification list. Agencies will be notified of informational meetings.

Attendance at an information al meeting is required.

Non-profit agencies must attend either a meeting, Tuesday, August 25 at 9:30 a.m. in Room 3-500a or a meeting Thursday, August 27 at 1:30 p.m. in Room 1-500b.

Municipalities/Townships who are interested in applying for CDBG funding are required to attend the special information meeting on Wednesday, August 26 at 9:30 a.m. in Room 1-500b.

A public hearing is required for all CDBG/ESG applications. Deadlines on group public hearings will be announced in August 2009, or the agency can host its own.

A Letter of Intent will be due September 4, 2009.

Entire CDBG/ESG application is due on Thursday, October 1, 2009.

HOME / HDF
The Home Investment Partnership (HOME) Program was put into place with the National Affordable Housing Act of 1990 and serves to provide decent, affordable housing to low-income households through structured support of non-profit housing providers, local and state governments and private sector participants. Housing Development Fund (HDF, set-aside CDBG money), follows HOME program rules and is offered during the HOME funding round. Each year CDC accepts at least one round of applications due the beginning of December. If grant money is still available, a second round may be added the following July.
This round of 2010 HOME/HDF applications are due Tuesday, December 1, 2009, at 4:30 pm. No applications can be accepted after this deadline. Applications will be reviewed through the months of December and January and funding announcements will be made in early spring.

For each type of recipient, there is a set of Federal principles, called Uniform Administrative Requirements, which determine allowable costs for grants. The Office of Management and Budget (OMB) publishes the allowable costs for all grant recipients in their Circulars. For your convenience, we have provided links to the appropriate documents here. These requirements differ for each recipient - requirements for government subgrantees are not the same as requirements for nonprofit subgrantees.
