HOME / HDF
HOME Investment Partnership
HOME is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. HOME funds are allocated annually to entitlement communities like DuPage County to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership or provide direct rental assistance to low-income people. It is used to support development of rental or owner housing affordable to low-income persons.

HDF
The Housing Development Fund Program (“HDF”) is a set-aside of funding from the CDBG program and as such is not really a separate grant. The funds are made available for application at the same time as HOME Investment Partnership. The focus for this money is affordable housing production. The money is used to support rental or owner housing affordable to low-income persons, the acquisition of land and buildings, rehabilitation projects, and homebuyers assistance.
