After September 11, 2001, America witnessed a wellspring of selflessness and heroism. People in every corner of the country asked, "What can I do?" and "How can I help?" Citizen Corps was created to help all Americans answer these questions through public education and outreach, training, and volunteer service.

Citizen Corps Councils helps drive local citizen participation by coordinating Citizen Corps programs, developing community action plans, assessing possible threats and identifying local resources.


In light of our national economic situation and in preparation for April as National Financial Literacy Month, the National Office of Citizen Corps is highlighting the efforts of organizations who are leading the way in promoting pre-disaster financial preparedness and in increasing financial literacy across the country. We encourage all Citizen Corps Councils and partners to learn more about how they can get involved in local financial literacy efforts and to reach out to citizens with the valuable information outlined below.

Operation Hope, a National Citizen Corps Affiliate and America's leading nonprofit social investment banking and financial literacy empowerment organization, has developed a number of initiatives to provide financial literacy, financial preparedness, and financial emergency support. HOPE Coalition America provides free pre-disaster financial preparedness seminars and foreclosure prevention workshops for both individuals and organizations and provides financial experts to assist communities after a disaster strikes. The Mortgage Hope Crisis Hotline provides free services to assist individuals that need answers and guidance on how to resolve mortgage loan payment issues. Information and resources, including the Emergency Financial First Aid Kit (EFFAK) and the Personal Disaster Preparedness Guide (PDPG), are available at http://www.operationhope.org/.

The U.S. Department of the Treasury and the Federal Reserve Banks are sponsoring Go Direct, a campaign to motivate people who receive federal benefit checks to sign up for direct deposit. For those who depend on the mail for their Social Security benefits, a difficult situation can become worse if they are evacuated or lose their mail service – as 85,000 check recipients learned after Hurricane Katrina, and thousands more learned in 2008 during Hurricanes Gustav, Hanna and Ike. Switching to electronic payment is one simple, significant way people can protect themselves before disaster strikes. It also eliminates the risk of stolen checks. Citizen Corps Councils and partners can help those who rely on federal benefits learn about two safer, more convenient ways to get their money:

The Go Direct campaign gives people who have checking or savings accounts a fast, free way to sign up for direct deposit. (http://www.godirect.org)

The Direct Express Debit Master Card gives people without bank accounts a secure, convenient and U.S. Treasury-recommended way to receive their Social Security payments. (https://www.usdirectexpress.com/)

The Federal Deposit Insurance Corporation (FDIC) administers a national financial education campaign called Money Smart. This comprehensive financial education curriculum is designed to help individuals develop financial skills and positive banking relationships through a free training program available both online and on CD. One of HOPE Coalition America's principal products is the Emergency Financial First Aid Kit (EFFAK). The Emergency Financial First Aid Kit is a simple tool to help Americans minimize the financial impact of a natural disaster or national emergency. It helps users identify and organize key financial records and serves as a quick reference to their most important financial documents.

Community Emergency Response Team (CERT)
CERT is about readiness, people helping people, rescuer safety, and doing the greatest good for the greatest number. CERT is a positive and realistic approach to emergency and disaster situations where citizens will be initially on their own and their actions can make a difference. Through training, citizens can manage utilities and put out small fires; treat the three killers by opening airways, controlling bleeding, and treating for shock; provide basic medical aid; search for and rescue victims safely; and organize themselves and spontaneous volunteers to be effective.

Citizen Corps
We all have a role in hometown security. Citizen Corps asks you to embrace the personal responsibility to be prepared; to get training in first aid and emergency skills; and to volunteer to support local emergency responders, disaster relief, and community safety.

DuPage County Medical Reserve Corps
The DuPage County Medical Reserve Corps is comprised of county residents who are willing to help the area’s public health sector if it becomes overburdened by an emergency. A wide array of health professionals as well as individuals without medical experienced are encouraged to join.

USAonwatch through Neighborhood Watch empowers citizens in our communities with the opportunity to volunteer to work toward the saftey of our homeland. The site not only provides information on Neighborhood Watch and the enables browsers to download National Sheriffs' Association's Neighborhood Watch Implementation Manual, which contains information on how to start a Watch group, but also features success stories and articles on Neighborhood Watch, a weekly email newsletter, and live audio interviews with government officials, law enforcement officials, and others involved in Neighborhood Watch.

Volunteers in Police Service (VIPS)
The Volunteers in Police Service (VIPS) Program is a Citizen Corps program. The International Association of Chiefs of Police (IACP) manages and implements the VIPS Program in partnership with and on behalf of the White House Office of the USA Freedom Corps and the Bureau of Justice Assistance, U.S. Department of Justice. The program's goal is to enhance the capacity of state and local law enforcement to utilize volunteers. The Volunteers in Police Service website is the foundation of this national initiative to help state and local law enforcement agencies. The Web site serves as a gateway to information for law enforcement agencies and citizens interested in law enforcement volunteer programs.
