Downers Grove Man Charged with Unauthorized Practice of Medicine
DuPage County State’s Attorney Joe Birkett and Downers Grove Police Chief Robert Porter announced that Eugene L. Miller, 69 (d.o.b. 9/06/35) of 7327 Northgate Way Unit 3 of Downers Grove was charged yesterday with Theft by Deception and Unlicensed Practice of Medicine. He is charged in connection with the “treatment” he provided to a female suffering from Cancer. Miller was arrested yesterday by the Downers Grove Police Department and appeared in bond court this morning where Judge Joseph Bongiorno set his bond at $300,000 - 10% to apply.
A female adult was referred by an acquaintance to Miller for “alternative treatment” for her Cancer. The woman went to Miller’s Downers Grove apartment in early January where it is alleged that the defendant obtained $5,000 from her family for the purposes of “treating” her for her ailment. The second count of the complaint is for violation of the offense of Unlicensed Practice of Medicine. The complaint alleges that Miller “knowingly practiced medicine by treating a human ailment, being Lung Cancer, for (an adult female), without the use of drugs and without operative surgery, without a valid, existing license in the State of Illinois, or a Physician’s license in another state.”
This case was brought to the attention of the Downers Grove Police Department by the victim in the above referenced case who filed a complaint in early February. The complaint was investigated by the Downers Grove Police, with the assistance of DuMEG and the DuPage County State’s Attorney’s Office. Yesterday, State’s Attorney Birkett approved felony charges and the defendant was arrested by officers of the Downers Grove Police Department.
Theft by Deception is a Class 3 felony punishable by 3 to 7 years in the Illinois Department of Corrections while Unlicensed Practice of Medicine is a Class 4 felony punishable by 1 to 3 years in prison.

Miller is next scheduled to appear in court on April 18 at 9:00 a.m. in courtroom 4014 before Judge Kathryn Creswell for arraignment.
