Community Development Block Grant-Coronavirus (CDBG-CV)

 Projects funded under the CDBG-CV program may be selected from individual applications submitted by municipalities, the County, and non-profit groups.   Projects may also be identified and funded through needs assessments and identified high priority projects that prevent, prepare for, and/or respond to COVID-19.  The selection process requires several steps prior to final approval.  A Notice of Funding Availability may be solicited, or high priority needs may be identified through collaboration and discussion with interested parties.  Funding recommendations will be presented to the CDC Executive Committee and final approval we be obtained by the County Board.  Administration of each project will be done through a Sub-Grantee Agreement with a sharing of responsibilities between the Sub-Grantee and CDC Staff.

  • Preventing, preparing for, and/or responding to the COVID-19 pandemic
  • Foreclosure Prevention
  • Eviction Prevention
  • Legal Services
  • Emergency Shelter Services
  • Food Assistance

General Information 

  •  Contact CDC staff at communitydev@dupageco.org to place your name on the electronic notification list.
  • Attendance at the virtual informational meeting is required where information on the online grant process will be given. 
  • A public hearing is required for all CDBG-CV applications.  The agencies may hold their own or arrange for a group public hearing. DUE TO THE PUBLIC HEALTH CRISIS, a virtual public hearing may be held.  The publication notice must inform interested parties that the public hearing will be held virtually and how they can obtain access to the virtual public hearing.
  • A Letter of Intent submitted through the online portal is due by 4:30 pm, January 20, 2021.  The entire CDBG/ESG application submitted through the online portal is due by 4:30 pm, February 22, 2021

    ONE BOUND COPY OF THE AUDITED FINANCIAL STATEMENT INCLUDING MANAGEMENT LETTERS, RESPONSES AND AN A-133 IF APPLICABLE IS REQUIRED.

Community Development Block Grant

Projects funded by the CDBG and ESG programs are selected from individual applications submitted by municipalities, the County, and many non-profit groups. The selection process requires several steps before final approval of projects. Annual applications are generally due to the CDC in October, the CDC completes its recommendations in December, and the County Board takes final action in March. The funds are available to start new activities in April. Administration of each project is done through a Sub-grantee Agreement with a sharing of responsibility between the Sub-grantee and the CDC Staff.

The focus is on:

  • Addressing the continuum of Housing and Homeless needs
  • Supporting Families in Crisis
  • Meeting the needs of People with Disabilities
  • Meeting the needs of the Elderly 
  • Supporting the efforts of Neighborhood Resource Centers (NRC)

The DuPage County Community Development Commission has received and reviewed applications for program years 2020, 2021, & 2022.  Applications for Public Services (Emergency Shelter, Street Outreach, Homeless/At-Risk Homeless Services, Homeless Prevention/Rapid Rehousing/Financial Assistance), Neighborhood Resource Centers, and Non-Profit Capital Projects (acquisition, rehabilitation, new construction, ADA renovation) have been accepted.
