Under direction; performs work of considerable difficulty coordinating a variety of public relations and media activities with the goal of providing communications to the public regarding County operations; performs related work as required.  

An employee in this class is responsible for maintaining, coordinating and assisting with the preparation of printed publications, web-based and broadcast communications designed to increase public awareness and create a favorable public image of DuPage County, its departments, programs, and/or services.  Work involves acting as the day-to-day media resource for County Board Members, the County Board Chairperson and the County department heads.  This class responds to emergencies and other needs requiring 24/7 availability. Direction is received from the County Administrator.

•    Assists the County Board Members and the County Board Chairperson with daily media and press requirements
•    Directs support staff with the coordination, development and implementation of internal and external communication, media relations, public information, and community relations activities
•    Recommends hires and promotions, directs and evaluates employment decisions for all assigned positions
•    Develop relationships with media outlets, community and business resources to communicate and clarify County policies
•    Write, edit and manage County website content; create Web content standards and guidelines; provide instruction and training to content contributors
•    Identifies and recommends social media outlets
•    Coordinates the e-government program for the county
•    Attends County Board committee meetings and County management meetings in order to keep current with County initiatives and programs
•    Provide 24/7 communication services of County events,  updates and media services
•    Provide information design to ensure consistency throughout the County in branding, logo management, graphic design, public exhibits and user functionality
•    Develops, prepares and coordinates the layout of various written communications such as press releases, brochures, bulletins and newsletters
•    Establishes and maintains working relationships with County Board Members, County Board Chairman, government officials, staff, community groups, general public, and media representatives
•    Assists with and/or conducts press conferences
•    Assists with the development of media goals and communication plans for DuPage County Board and County departments
•    Creates and maintains a positive and professional image of DuPage County
•    Maintains regular attendance and punctuality

•    Adjusts work assignments and schedules in the event of an emergency to participate in emergency preparedness, response, and recovery activities as assigned.
•    Depending on assignment may maintain required emergency management training, licensure and/or certifications.
•    Performs related duties as required or assigned within job classification.

Knowledge of:
•    Operating practices of the print and broadcast media
•    English, punctuation, spelling and the operation of computer program software i.e. Publisher, Word
•    Printing, design, editing and proofreading techniques

•    Journalistic writing and reporting

Exercises supervision of personnel in related area of responsibility.

Completion of a Bachelor's degree in Journalism or English plus five years of professional level experience in communications or public relations work with emphasis on research, writing and dissemination of information to the public; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
