GRADE: 110 

POSITION SUMMARY
Under general supervision; performs work of moderate difficulty in support of the County's Human Resources function; performs related work as required.

DISTINGUISHING FEATURES OF THE CLASS
Employees in this class perform work of a technical nature, including research, data collection and administration.  Work involves assisting in the establishment and maintenance of Human Resources record keeping systems and frequent use of independent judgment, tact, discretion, initiative, and political awareness.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Processes Headcount revisions, job evaluation updates and job description revisions.
• Updates and maintains Human Resources databases, reports, spreadsheets and lists.
• Designs and maintains various record keeping systems.
• Prepares and processes payroll paperwork in a timely manner including new hire paperwork, payroll change paperwork and separation paperwork.
• Assists employees and visitors with regard to Human Resources procedures and/or questions.
• Independently completes special projects and assignments of a technical nature utilizing Excel, Word and PowerPoint.
•  Assists with the tracking and coordination of Workers' Compensation, Family Medical Leave Act (FMLA), Unemployment, Employee Relations, and Headcount.
• Maintains detailed Human Resources records of a confidential and sensitive nature.
•  May research and respond to Freedom of Information Requests within established parameters and procedures.
• Monitors and maintains Human Resources Internet and Intranet web pages.
• Assists with pre-employment requisite processes (e.g. background checks, employment eligibility information, verifications of employment, health care regulations, etc.)
• Assists in research, assembly and maintenance of information for classification and compensation studies, changes in State and Federal laws, and changes in Human Resources policies.
• Conducts research on contract and bargaining matters for labor negotiations.
• Prepares job postings.
• Administers and scores applicant tests.
• Creates and maintains Human Resources files (e.g. personnel files, confidential files, invoices, etc.)
• Processes timesheets and associated records.
• Assists with new employee orientation.
• Assists in the development of brochures, flyers and training materials and databases.
• Maintains regular attendance and punctuality.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
• Adjusts work assignments and schedules in the event of an emergency to participate in emergency preparedness, response, and recovery activities as assigned.
•  Depending on assignment may maintain required emergency management training, licensure and/or certifications.
• Performs related duties as required or assigned within job classification.

EDUCATION and/or EXPERIENCE
Completion of a High School Diploma or General Equivalency Diploma equivalent and four years of experience in a support role in a Human Resources environment providing a high volume of clerical support, technical reporting and public contact; or an equivalent combination of training and experience.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
