FLSA STATUS: Exempt
Under general supervision; performs work of considerable difficulty in environmental inspection work; assures compliance with federal, state, county and local ordinances and/or regulations, as well as contractual agreements; performs related work as required.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class spends a substantial amount of time performing field inspections and/or coordinating and implementing environmental programs. Work includes interpreting, monitoring, and enforcing rules related to environmental programs and requirements for contractual agreements relating to environmental programs. Work is performed independently under the general supervision of the assigned department manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES

• Reviews and oversees activities as specified by contracts and permits to insure conformance to regulations and contractual agreements
• Identifies deviations from regulations and contracts
• Identifies corrections needed to bring into compliance with regulations and contracts
• Inspects sites and physical plants to monitor compliance and performances of contractors, haulers and operators
• Enforces all related laws and regulations
• Obtains environmental samples such as groundwater, soil, and surface water to be analyzed by an appropriate laboratory
• Coordinates the Household Hazardous Waste program or other applicable environmental programs
• Prepares reports as required by appropriate regulatory agencies
• Provides input into development and implementation of action plans relating to environmental programs
• Assists in reviewing and recommending amendments to emerging federal, state, and local legislative proposals impacting assigned programs
• Handles complaints
• Prepares applications for grants
• Handles accounting functions to ensure compliance with various payment schedules
• Provides technical assistance to private industry, government officials and residents as assigned
• Develops and presents educational programs for public groups
• Acts as liaison between state and county officials regarding inspection, regulation and funding programs
• Maintains regular attendance and punctuality.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
• Adjusts work assignments and schedules in the event of an emergency to participate in emergency preparedness, response, and recovery activities as assigned.
• Depending on assignment may maintain required emergency management training, licensure and/or certifications.
• Performs related duties as required or assigned within job classification.

• Applying an acquired knowledge of procedures, rules, regulations and services applicable to the assigned office
• Manage projects and multiple priorities simultaneously
• Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals
• Plan, analyze and evaluate programs and services, operational needs and fiscal constraints
• Establish and maintain effective working relationships with department and division staff, other departments and others, such as vendors
• Communicate and use interpersonal skills to interact with coworkers, supervisor, the general public, etc. to sufficiently exchange or convey information and to receive work direction

EDUCATION and/or EXPERIENCE
Completion of a Bachelor's degree in Environmental Sciences, Public Administration, Engineering or a closely related field plus three to five years of experience in Solid Waste Management, or water quality related work; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
