Under direction; performs work of considerable difficulty in supervising and administering the Intake and Referral Division including; 211, Ride DuPage, HMIS/CRIS, Emergency Response Planning and Intake/Application for County Programs.
DISTINGUISHING FEATURES OF THE CLASS
This is a professional and administrative position, responsible for the management of the Intake and Referral Division and in the development and preparation of detailed plans. An employee in this class spends a considerable amount of time coordinating, planning, implementing and enforcing goals and activities of the unit, coordinating the work of Community Services Managers in the unit, as well as developing systems to ensure provisions are in compliance with program requirements. Work is performed under direction of the Director of Community Services. Customarily and regularly directs the work of two or more employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES

• Develops goals, objectives and supervises the overall operation of Information, Referral and Assistance, HMIS/CRIS system, Emergency Planning and Response, and Intake and Application Process for County programs;
• Prepares reports and documentation necessary for compliance with all requirements of funding agencies;
• Recommends hires and promotions, directs, evaluates and appeals of employment decisions for all assigned positions;
• Participates in local, State, National and Federal committees and boards addressing 211/Information and Referral, HMIS/CRIS, and Emergency Management to advance county interests and training;
• Reviews processes and procedures of unit work for quality and efficiency;
• Provides or coordinates in-service programs to facilitate cross training of staff;
• Coordinates community activities to promote awareness of available services;
• Develops working relationships with community groups, non-profit agencies and other units of government in order to improve and enhance the delivery of programs within Community Services;
• Monitors compliance and reporting for the Ride DuPage transportation program;
• Coordinate with Community Development unit on grant funding needs;
• Assists Community Services Director with specialized projects, including budget;
• Maintains regular attendance and punctuality.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
• Adjusts work assignments and schedules in the event of an emergency to participate in emergency preparedness, response, and recovery activities as assigned.
• Depending on assignment may maintain required emergency management training, licensure and/or certifications.

EDUCATION and/or EXPERIENCE
Completion of a Bachelor's degree in Business Administration, Social Work, Human Services, or related field and five years' experience working in social service capacity including three years in a managerial, supervisory or administrative capacity; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
