POSITION SUMMARY
Under direction; performs work of considerable difficulty in training, reviewing and supervising staff preparing and maintaining plat books, tax books and tax bills; performs related work as required.

DISTINGUISHING FEATURES OF THE CLASS
An employee in this class spends a considerable amount of time supervising, planning and overseeing the Revenue Operation of the County Clerk’s Office. Independent judgement is required to address and resolve issues as they occur. Direction is received by the Deputy County Clerk.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Supervises the Revenue Operation of the County Clerk’s Office.
• Coordinates parcel numbering of new subdivision and division plats with map department
• Assigns new legal descriptions and maintains work flow of deed transfers to update real estate file with new owners
• Maintains work flow of name and address changes received from County Treasurer's Office and assists County Treasurer personnel with delinquent and duplicate tax payments and tax bill division
• Represents County Clerk at annual tax sale
• Implements annexation and disconnection ordinances received from taxing bodies
• Alters plat book to indicate correct taxing body boundaries and updates real estate file with proper tax codes
• Abstracts real estate valuations from Assessor's books and assists in tax extension reports and preparation of Assessor's and Collector's real estate tax books for the current year tax cycle
• Assists taxpayers with various problems in tax divisions and combinations
• Clarifies and explains tax cycle for taxpayers
• Maintains history files of changes made to real estate files in order to explain at a later date why a change or correction was made
• Maintains regular attendance and punctuality.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
• Adjusts work assignments and schedules in the event of an emergency to participate in emergency preparedness, response, and recovery activities as assigned.
• Depending on assignment may maintain required emergency management training, licensure and/or certifications.
• Performs related duties as required or assigned within job classification.

QUALIFICATIONS

Knowledge of:
• State and County regulations pertaining to real estate taxes
• Legal descriptions
• Title searching, subdivision plats, condominium declarations and other tax and real estate documents
• Record keeping and office practices and procedures
• Current office practices,  procedures and equipment
• County policies and procedures
• Applicable federal, state, and local laws, rules, regulations, codes, and/or statutes
• Management and leadership principles

Skill in:
• Conducting tax and title searches
• Making mathematical calculations
• Using computer hardware and software including word processing, spreadsheets, databases, email, etc.
• Applying an acquired knowledge of procedures, rules, regulations and services applicable to the assigned office
• Planning, scheduling and supervising the work of others

Ability to:
• Manage projects and multiple priorities simultaneously
• Establish and maintain effective working relationships with department and division staff, other departments and others, such as vendors
• Communicate and use interpersonal skills to interact with coworkers, supervisor, the general public, etc. to sufficiently exchange or convey information and to receive work direction

SUPERVISORY RESPONSIBILITIES
Exercises supervision of personnel in related area of responsibility.

EDUCATION and/or EXPERIENCE
Completion of Bachelors degree in Business Administration, Accounting or related field and five years in title search work along with a year of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
