2023 Construction Program
This year’s Program incorporates the County's priority to maintain our existing infrastructure while at the same time implementing projects to improve safety and relieve congestion. In 2023, approximately 71 lane miles of County highways are proposed to be patched and resurfaced to improve rideability and to extend the service life of the existing pavements. The roadways include:
- Army Trail Road from County Farm Road to 84th Court
- Army Trail Road from Schmale Road to IL 53
- Wehrli Road/College Road from 75th Street to Maple Avenue
- Eola Road from I-88 to IL 56 (Butterfield Road)
- Ferry Road from Eola Road to IL 59
- Jewell Road from County Farm Road to Gary Avenue
- Maple Avenue from IL 53 to Belmont Road
- Midwest Road / Summit Avenue from I-88 to IL 38 (Roosevelt Road)
- River Road from Ferry Road to Warrenville Road
Other major projects include:
- Bloomingdale Road over the Canadian National Railroad (bridge replacement)
- Geneva Road over the West Branch of the DuPage River (bridge replacement)
- Illinois Prairie Path (Volunteer Bridge) over the Union Pacific Railroad (raise bridge)
- Lemont Road from 83rd Street to 87th Street (intersection improvements and resurfacing)
- Naperville Road from Naperville-Wheaton Road / Ridgeland Avenue to Diehl Road (intersection improvements and resurfacing)
- Warrenville Road over the East Branch DuPage River (bridge replacement)

County Highway 31: 87th Street/Boughton Road (from the Costco entrance to east of Havens Drive)
County Highway 56: Woodward Avenue (from 87th/Boughton to 700' north)
Woodward Avenue (non-County Highway portion) (from 87th/Boughton to Union Street)
Short Description of Work
The project includes pavement widening in order to provide an additional left turn lane in the northbound, eastbound, and westbound directions (since there are already single left turn lanes, they will become dual left turn lanes) and additional right turn lanes in the eastbound and westbound directions at the 87th/Boughton and Woodward intersection. Work also includes a new traffic signal at this intersection, traffic signal modifications at the Costco entrance, storm sewer improvements, sidewalk improvements, lighting modifications, and retaining walls.
This project is a joint effort between DuPage County and the Illinois Department of Transportation.
Traffic Control - Pre-Stage: Daytime lane closures will be used while temporary traffic signals are installed, and existing raised medians are removed and replaced with temporary pavement.
- Stage 1: Approaching the 87th/Boughton/Woodward intersection, traffic lanes will be shifted and one thru-lane will be closed in each direction as work is performed on the north and east sides of the roads.
- Stage 2: Approaching the 87th/Boughton/Woodward intersection, traffic lanes will be shifted and one thru-lane will remain closed in each direction as work is performed on the south and west sides of the roads.
- Stage 3: Approaching the 87th/Boughton/Woodward intersection, traffic lanes will be shifted and one thru-lane will remain closed in each direction as work is performed on the medians.
- Stage 4: As the roadway is milled and resurfaced, lanes will be opened to the final configuration.

Construction Status
Stages 1, 2, and 3 are substantially complete, with some sidewalk, fence, railing, and landscaping to be completed.
Currently, daily lane closures are being used while sidewalk and landscape restoration is completed. Work on Stage 4 is anticipated to start on April 19, 2024.

Project Location(s)
County Highway 21: Geneva Road, bridge over West Branch DuPage River
Short Description of Work
The project includes removal of the existing 2-span concrete girder bridge, construction of a new single-span steel girder bridge, along with retaining walls, sidewalk and path, drainage improvements, pavement reconstruction with curb and gutter, and a stormwater storage facility.
This project is a joint effort between DuPage County and the Illinois Department of Transportation.
Traffic Control
- Pre-Stage: Daytime lane closures will be used while preliminary storm sewer is installed.
- Stage 1: Geneva Road will be closed to westbound traffic between Winfield Road and west of the bridge. The detour route includes County Farm Road, IL 38 (Roosevelt Road) and IL 59 (Neltnor Boulevard). Eastbound traffic will be reduced to one lane. The north half of the bridge will be constructed during this stage.
- Stage 2: One lane of traffic in each direction will be open over the north half of the bridge as the south half is constructed.
Utilities
- Aerial lines along the north side of Geneva Road will be temporarily relocated to the south side, then relocated back to the north side.
- Two different utilities have buried lines which require relocation.

Completion Date
145 Working Days are allowed per the contract.
Construction Status
Work is anticipated to start in May 2024.
